Material Control Policy

Welder Performance Qualification Test Coupons (AWS D1.1)

Document ID: PW-MCP-001

Effective Date: 12-17-2017

Revision: 2.24a

1. Purpose

The purpose of this policy is to establish uniform procedures for the selection, control, identification, traceability, and verification of base materials used in welder performance qualification testing conducted by PennWelding™ Corporation.

2. Scope

This policy applies to plate test coupons, backing strips, practice coupons, and materials used in mail-in and supervised welder qualification testing. This policy does not apply to materials used for procedure qualification records (PQRs), production welding, or customer-supplied materials.

3. Code Basis

AWS D1.1 does not require Material Test Reports (MTRs) for welder performance qualification test coupons when prequalified structural steels are used and material suitability is controlled. PennWelding™ implements controlled material systems in lieu of mandatory MTRs unless otherwise contractually required.

4. Approved Base Materials

Only standard structural carbon steels suitable for AWS D1.1 testing shall be used. Unknown, specialty, customer-supplied, or non-structural materials are prohibited.

5. Material Procurement and Verification

Materials shall be sourced from reputable suppliers and verified for thickness, dimensions, and surface condition. Defective materials shall be rejected.

6. Material Identification and Traceability

All test coupons must be traceable to PennWelding™ production batches and permanently marked. Unmarked coupons will not be accepted for testing.

7. Practice vs Test Coupons

Practice coupons are non-code compliant and intended for training only. Test coupons meet AWS D1.1 requirements and are eligible for testing.

8. WPS Compatibility

All welding must be performed strictly in accordance with the issued Welding Procedure Specification (WPS).

9. Testing Integrity

Certified Welding Inspectors shall verify material suitability and identification prior to testing.

10. Customer MTR Requests

MTRs may be provided upon request subject to availability, additional cost, and lead time.

11. Record Retention

PennWelding™ retains records of WPS, inspection results, and Welder Qualification Records.

12. Compliance Statement

This policy meets or exceeds AWS D1.1 requirements and reflects standard industry practice.
